The purpose of this job is…..

The ADF Health Services Contract (ADFHSC) provides integrated, end to end health support to 85,000 Australian Defence Force personnel across 49 facilities. Services span primary and occupational healthcare, dental, physiotherapy, mental health, pharmacy, health administration and rehabilitation, as well as pathology, imaging, radiology, allied health, specialist services, patient transport and other off base care delivered through Bupa systems. 

The ADF Health Services Contract (ADFHSC) model is based on maximising on-base service delivery through the effective use of an integrated health workforce aligned to the Commonwealth requirements. The model is designed to ensure each location has access to an appropriate mix of clinical skills to meet demand, support Defence readiness, and deliver safe, effective and sustainable care.

The service delivery model is underpinned by a Workforce Plan (WFP) that describes how the contracted health workforce is structured and deployed to meet demand and provide continuity of care.

The Head of National Workforce Management, ADF will be accountable the development, design and maintenance of a Workforce Plan that is a fit for purpose, safe, sustainable and compliant workforce to meet service delivery demands and surge conditions.  A key aspect of this role will be acting as business lead for the Workforce Management System, providing business input and leadership into the design, deployment and continued management of a system that fulfils the ADFHSCs requirements. In addition to this, the role will be responsible for leading key operational activities and teams that support the contractual and commercial performance of the Bupa on-base workforce.

Responsibilities include:

  • Lead delivery of a data-informed WFP which enables the clinically safe and effective delivery of clinical services to ADF personnel across all ADF Healthcare Centres 
  • Employ a deep understanding of workforce planning and utilising activity and demand data, agreed models of care, appointment durations, patterns of on‑base, virtual, and off‑base service delivery in the generation of a WFP that supports routine and surge requirements 
  • Ensure that the WFP represents minimum safe staffing levels to support safe service delivery, maintenance of clinical governance, and management foreseeable variations in demand 
  • Act as a senior leader at client interfacing governance forums, supporting the broad operational team providing data and actionable insights in workforce data that support the safe and efficient delivery of health services. 
  • Lead the establishment of standardised workforce planning methodologies, and develop capacity planning models which are aligned to demand drivers and service level targets 
  • Manage the rollout of the WFM system across the on-base environment, including our subcontracted workforce, including supporting and informing the change management process, acting as the key conduit between Bupa and subcontractors 
  • Provide actionable insights to senior leadership regarding workforce performance and cost drivers 
  • Management of key commercial measures including tracking of performance against targets and AOP 

What you’ll need to make it possible

  • Relevant tertiary qualifications or equivalent experience 
  • Proven experience managing operating environments in a commercial setting 
  • Demonstrated strength in Workforce Planning within a complex, muti-site environment, ideally in a clinical setting 
  • Demonstrated experience in large workforce projects in a complex environment 
  • Extensive experience in the utilisation of Workforce Management systems 
  • Experience in delivery of services to meet agreed contractual obligations and SLAs 
  • Proven ability to set and achieve clearly defined objectives and measures to drive business outcomes and meet service level agreements 
  • Demonstrated commitment to, and practice of, leadership driven culture and building collaborative working environments across a national network 
  • This is a Security Cleared Position. The occupant must be an Australian Citizen and must be eligible to obtain and uphold a Baseline Security Clearance
