We are currently seeking an experienced and strategic Senior Resiliency Manager to join our Health Insurance Operations team in Melbourne. This pivotal role offers a unique opportunity to lead enterprise-level operational resilience, ensuring our critical services continue seamlessly during disruption, and that we remain fully aligned with regulatory and internal risk frameworks including APRA’s CPS 230.

About the Role

Reporting to the Head of Process Excellence, the Senior Resiliency Manager plays a key role in shaping and executing Bupa’s Health Insurance (HI) resiliency strategy. You will lead the development, implementation, and continuous improvement of our resilience framework, ensuring compliance with the Group Operational Resiliency Framework, CPS 230, and associated standards.

This role requires deep expertise in business continuity planning, risk management, and third-party resilience oversight, as well as the ability to work collaboratively across multiple business units, executive leadership, and regulators. You will engage with teams at all levels of the organisation and help build a strong culture of preparedness, responsiveness, and continuous improvement.

You will also be responsible for maintaining the integrity of business continuity plans and risk controls across critical and non-critical operations, helping ensure Bupa is always ready to respond and recover from any disruption while meeting its regulatory obligations.

Key Responsibilities

  • Lead the design, development, and execution of Bupa Health Insurance’s resiliency strategy in line with CPS 230 and Bupa Group frameworks.
  • Develop, document, and maintain tolerance levels for critical operations and processes, ensuring these are accurately reflected in process registers and risk systems.
  • Oversee the Business Continuity Planning (BCP) program, including the development and testing of BCPs across all critical processes.
  • Design and implement a robust testing program, including scenario analysis and simulations, and maintain a comprehensive testing schedule and scenario library.
  • Identify material service providers supporting critical operations, assess their resiliency capabilities, and ensure risk mitigation strategies are in place.
  • Partner with critical operation owners to ensure accountability and timely delivery of BCP activities, tests, and improvements.
  • Develop and present high-quality reports to senior leadership, governance forums, and regulatory bodies including the Bupa Board and APRA.
  • Provide guidance and support to executives and their teams on meeting resiliency obligations, and act as a trusted advisor across all facets of operational risk.
  • Lead post-incident analysis and ensure lessons learned are integrated into the resilience framework.
  • Monitor and adapt to emerging trends in operational resilience, ensuring continuous improvement of practices.
  • Maintain the overarching Bupa Health Insurance Business Continuity Plan and ensure it reflects the latest organisational needs and regulatory expectations.

About You

You are an experienced risk and resilience professional who thrives in complex, regulated environments. With deep technical knowledge and strong strategic thinking, you are passionate about embedding meaningful resiliency practices that protect customers, staff, and business continuity.

You will also bring:

  • Tertiary qualifications in Business, Risk Management, or a related discipline.
  • 10+ years’ experience in risk management, business continuity, or operational resilience in a large, regulated organisation.
  • Extensive knowledge of APRA Prudential Standards, particularly CPS 230 and, CPS 220.
  • Proven experience developing and maintaining enterprise-level BCPs and conducting large-scale testing initiatives.
  • Strong process mapping and documentation skills.
  • Demonstrated ability to work across multiple teams and influence at all levels, including executives, Boards, and regulators.
  • Advanced communication and stakeholder engagement skills, with the ability to translate complex requirements into clear, actionable plans.
  • Experience in supplier risk and third-party resilience oversight.
  • Agile mindset with the ability to adapt in a dynamic business environment.
  • A collaborative and consultative working style, with a strong sense of accountability and ownership.
