What’s your role?

The Pay Systems and Compliance Business Analyst (BA) role specialises in payroll compliance, systems governance, and operational integrity. Operating within the Pay, Pay Compliance and Systems function, the role is pivotal in delivering high-quality, specialised business analysis services within a highly regulated and complex environment, ensuring that payroll outcomes remain compliant, auditable, and aligned with enterprise-wide policies and obligations. 

A core priority of this role is to lead the business analysis efforts in the successful delivery and transition of the Always on Compliance (AoC) program from a project-based initiative into a scalable, compliant, and sustainable Business-As-Usual (BAU) operating model. This includes requirements capture, process documentation, data analysis, testing support, and stakeholder coordination across multiple streams, internal, external stakeholders and our Payroll and People systems. 

In parallel, the BA will provide critical support across a range of broader payroll compliance, governance, and system optimisation initiatives. These include driving improvements to pay rule configuration in UKG Dimensions, process alignment across iChris (Payroll) and Dimensions, Industrial Instrument and Award interpretation updates, historical correction logic, audit remediation, and system control enhancements. 

The role requires strong analytical leadership to manage interdependencies across people, process, and technology dimensions, while ensuring ongoing alignment with business priorities and regulatory change. Working across the full Systems Delivery Life Cycle (SDLC), the BA will engage deeply with internal stakeholders, cross-functional delivery teams, and external vendors. The role is responsible for leading end to-end analysis activities including workshop facilitation, impact assessments, business requirements development, change request development feeding into quarterly and sprint planning, backlog management, acceptance criteria definition, testing support, and post-implementation validation. 

This is a senior level Business Analyst role requiring highly specialised and deep understanding of how business-critical process in the pay, pay compliance and systems space supports the integrity, compliance, and resilience of payroll operations. The role will have an important responsibility in the ongoing development and embedding of sustainable control frameworks, driving system and process improvements, and enabling data-driven, auditable decisions that benefit Bupa’s people.

What will my day involve?

  • Lead business analysis efforts for complex change initiatives in payroll compliance, systems, and governance.
  • Collaborate with initiative owners, SMEs, and vendors (e.g., Yellow Canary, UKG Dimensions, Frontier Software) to understand business challenges and compliance obligations.
  • Manage the successful transition of the AoC program to BAU operations.
  • Facilitate stakeholder workshops to elicit requirements, assess impacts, and explore solutions.
  • Document current and future state business processes focused on people, processes, systems, and governance.
  • Produce high-quality documentation (e.g., BRS, FRS, CRs) using standard templates.
  • Conduct cost-benefit analyses and contribute to business cases.
  • Translate business needs into Agile artifacts (Epics, Features, User Stories, Tasks).
  • Define acceptance criteria to support delivery quality and SDLC traceability.
  • Manage product backlogs in coordination with delivery teams.
  • Coordinate with technical teams and test leads for SIT, UAT, and performance/security testing.
  • Support defect triage, clarify requirements, and ensure testing aligns with business needs.
  • Conduct impact analysis and support configuration changes tied to regulatory updates.
  • Ensure documentation meets audit, governance, and regulatory standards.
  • Champion Agile practices and continuous improvement within delivery and BA teams.
  • Mentor and support junior analysts; share payroll and compliance expertise.
  • Actively participate in BA and Agile Communities of Practice at Bupa.
  • Provide analytical support for parallel testing, configuration changes, and governance control enhancements.
  • Perform other duties as directed by the Assignment or Reporting Manager.

What will I bring?

  • Minimum 10 years’ experience as a Business Analyst, including significant senior-level work in complex, regulated environments.
  • Proven experience in business analysis leadership across major system and compliance programs.
  • Expertise in requirements elicitation, process documentation, and continuous improvement across People, Process, Technology, and Governance domains.
  • Strong facilitation skills; experience working with senior stakeholders and cross-functional teams.
  • Demonstrated cost-benefit analysis and business case development skills.
  • Proficiency with process mapping tools (e.g., MS Visio).
  • Strong documentation skills (BRS, FRS, CRs) using standard frameworks.
  • Experienced in stakeholder management and vendor coordination across HR, Payroll, Compliance, and Technology.
  • Deep understanding of Agile delivery methodologies, backlog management, and the INVEST principle.
  • Skilled in acceptance criteria definition, traceability, and post-implementation validation.
  • Strong testing support experience across strategy, case review, and defect management.
  • Mentorship experience with junior and mid-level analysts.
  • Excellent communication and stakeholder influence skills.
  • Strong critical thinking and problem-solving abilities in fast-paced environments.
  • Experience with hybrid delivery models (Agile and Waterfall).
  • Knowledge of payroll systems and compliance auditing (e.g., UKG Dimensions, iChris) is highly desirable.
  • Experience using Azure DevOps, Microsoft Teams (desirable).
  • Tertiary qualifications in Information Systems, Business, Technology, or related fields (preferred).
  • Certification in Agile practices (e.g., SAFe, Scrum) is desirable
