The Senior Data Strategy Enablement Manager is a strategic leadership role responsible for operationalizing and driving adoption of the Health Insurance (HI) data strategy across a complex, federated business. This individual acts as a critical bridge between the central data office and the HI data teams, ensuring alignment, standardization, and collaboration in support of the organization’s goals for data governance, data literacy, advanced analytics, and digital transformation. 

The role is both a management and a hands-on execution role and requires a collaborative, value driven manager that deeply understands the complex technical environments and toolsets available to achieve outcomes with data, working in complex, ambiguous and challenging situations while engaging with senior leaders. 

What will I be doing?

  • Drive the execution of the enterprise data strategy across federated business units and data teams. 
  • Act as a central liaison between the enterprise data office and Health Insurance data/analytics teams. 
  • Align decentralized data initiatives with enterprise standards, architecture, and governance policies. 
  • Facilitate adoption of data governance, stewardship, and data quality practices across the organization. 
  • Develop enablement toolkits, training, and communication materials to support consistent strategy implementation. 
  • Lead working groups, forums, and communities of practice to foster collaboration and knowledge sharing. 
  • Support the development and maturity of data products, platforms, and capabilities (e.g., data catalogues, self-service tools). 
  • Partner with data owners and business leaders to identify and remove barriers to strategic data use. 
  • Track and report on the adoption, impact, and value realization of data strategy initiatives. 
  • Promote a culture of data literacy, transparency, and accountability throughout the organization. 

Requirements for the role:

  • Highly experienced in data analytics, data quality, data governance, data warehousing and reporting 
  • Bachelor's degree in a relevant field (e.g., Data Science, Information Systems, Public Health, Business, or related discipline). 
  • Postgraduate qualification (e.g., MBA, MPH, MHA, or master’s in data/analytics) preferred. 
  • 5–10+ years of experience in data strategy, analytics, or data governance roles, with at least 5 years in a leadership or cross-functional coordination capacity. 
  • Experience working in highly regulated industries such as healthcare, insurance, or financial services. 
  • Proven ability to operate in complex, federated or matrixed organizations with multiple stakeholders. 
  • Deep understanding of data governance frameworks (e.g., DAMA-DMBOK, DCAM) and their practical implementation. 
  • Familiarity with health insurance data domains (claims, clinical, provider, member, utilization, etc.). 
  • Strong track record of delivering enterprise data programs or strategic initiatives at scale. 
  • Training or certification in change management (e.g., PROSCI) or program management (e.g., PMP) is advantageous.
